A new survey finds voters place more responsibility on insurers for rising healthcare costs than on any other entity.

WASHINGTON, D.C. — A new survey released today by the Coalition to Strengthen America’s Healthcare found that voters say corporate health insurance companies are the primary driver for rising healthcare costs, underscoring growing concern about harmful insurer practices that delay, deny, and restrict access to care for patients and families across the country.

According to the national survey conducted by Morning Consult from May 22-24:

  • Voters primarily say corporate health insurance companies (47%) are most responsible for rising healthcare costs in the United States, followed by the federal government (36%) and drug companies (34%).
  • 79% of voters are concerned about corporate health insurers denying or delaying doctor-ordered treatments.
  • 84% believe corporate health insurers have too much control over medical decisions, while 70% say doctors- not insurers- should have the final say on treatment approvals and coverage.
  • 72% say they are more likely to support candidates who will hold corporate insurers accountable for wrongful claim denials.

The results come amid increased national debates around healthcare affordability and growing concern about the role of large corporate insurers in limiting access to timely care that can increase patients out-of-pocket costs.

“Voters clearly are deeply concerned about the role corporate health insurers play in increasing costs while delaying and denying care,” said the Coalition. “Americans overwhelmingly believe medical decisions should be made by doctors and patients, not insurance companies, and they support greater accountability for harmful insurer practices that increase costs, create unnecessary barriers to treatment, and interfere with timely access.”

Methodology:

Morning Consult conducted the survey on behalf of the Coalition to Strengthen America’s Healthcare. This poll was conducted between May 22-May 24, 2026 among a sample of 2002 Adults. The interviews were conducted online and the data were weighted to approximate a target sample of adults based on gender by age, gender by children in household, race by educational attainment, educational attainment, marital status, home ownership, region, 2024 presidential vote, and race. Results from the full survey have a margin of error of plus or minus 2 percentage points.
